William Powell

William Powell is a Practising Barrister at Law, but also has experience of speaking on the wider stage of the World as an Ex Politician, A fluent speaker who never refers to notes

Married with 3 Grown Daughters who now have their own careers.  

Education:    

  • 1961-6 was educated at lancing college Sussex

  • 1967-70  Emmanuel College, Cambridge Arthur Palmer Johnson Exhibitioner) graduated with Honours in Law: BA 1970, Master of Arts 1974  

Professional status: Barrister called to the Bar at Lincolns Inn (Hardwick Scolar) 1971.

Professional experience: Practised in London and the South East . Chairman of the Cambridge University Association 1970 and Chairman of the Cambridgeshire Constituency Political Committee 1977-80

Elected to Parliament for the Constituency of Corby and East Northants in June 1983, 1987 and 1992, serving as a Member of the House of Commons 1983 to 1997.  

William was joint Secretary of Conservative Backbench Foreign Affairs Committee in 1985 and 1987-90; Joint Secretary of Conservative Backbench Defence Committee 1988-90; Member of the European Policy Committee of the European Democratic Union 1986-90; Member of Council of the British Atlantic Committee 1985-90 and Secretary of the Conservative Middle East Council 1987-97.  

He was a Member of the House of Commons Select Committee on Procedure from 1987 until 1990, the Select Committee on Foreign Affairs from 1990 until 1991, the Joint Parliamentary Ecclesiastical Committee 1987-97, the Select Committee on Science and Technology 1992-95 and the Select Committee on Agriculture 1995 – 97.

Over the Year’s he acted as a consultant to a number of organizations, including the Unquoted Companies Group, FAST, Microsoft (Europe), Mc Nicholas Construction Ltd, and BOLA.  

In 1991 William also concentrated upon the need to established and International Criminal Court. Together with Professor M. Cherif Bassiouni, Professor of Law, DePaul University, Chicago and President International Institute of Criminal Sciences, he was advocated and worked for the establishment of the U.N. adhoc Tribunals on War Crimes, and Crimes against Humanity relating to the former Yugoslavia and Rwanda. The U.N. Conference on the establishment of the Permanent International Criminal Court held in Rome June 1998 is part of the result of our work.   Professor Bassiouni has paid a generous and handsome compliment to him in many of his published articles and other works.  For much of the time in which he campaigned for this change he was a lone voice, outside narrow academic circles.  

During the 1980 and 1990’s he was heavily involved in the revision of UK Tax Law, particularly as it relates to the taxation of the shareholdings in the Unquoted Companies, The Heritage and Arts and also sporting matters.  He had also taken a close interest in the revision of Gambling, Betting and Gaming Legislation.  Having served for ten years as a member of the Joint Parliamentary Ecclesiastical Committee he has also had considerable experience of this area of the Law.  

In 1999 he was Visiting Resident Scholar at the Institute of European and American Studies at the Academia Sinica,   Nankang, and Taipei and was appointed visiting Professor at the University of Kansai , Japan .  

William has recently been awarded the Diploma in Arbitration, by the College Institute of Arbitrators.  He is available for appointment as an Arbitrator in arbitration disputes as well as an advisor to the clients who are parties to arbitrations.  

William Powell is a specialist in Advisory, Drafting and Advocacy Work, particularly in the areas of Planning, Local Government and Housing matters, Human Rights Law, Public and Common Law (Contract & Torts including Professional Negligence), Employment Law and Crime.
